All countries that have initiated anti-dumping against Chinese pencils so far

1. Pakistan’s anti-dumping of Chinese pencils

On October 10, 2018, Pakistan made a positive final anti-dumping ruling on lead pencils originating in or imported from China, and decided to impose anti-dumping duties based on (C&F Value):
Zhejiang Best Softened Board Co., Ltd. (Zhejiang BestIntenerated PencilWood Co. Ltd.) accounted for 4.92%, and
other Chinese exporters accounted for 9.56%.

2. Brazil’s anti-dumping against Chinese pencils

On August 16, 2019, Brazil initiated an anti-dumping investigation against pencils originating in China in response to a joint application submitted by Brazilian companies AWFaber-CastellSA and BIC Amazônia SA.
On February 19, 2016, Brazil made an anti-dumping sunset review final ruling on ballpoint pens originating in China: the final anti-dumping duty of the Chinese company involved in the case was US$14.52 per kilogram, and the implementation period was until February 19, 2021.

3. Mexico’s anti-dumping of Chinese pencils

On May 26, 2014, Mexico made a final anti-dumping ruling on pencils originating in or imported from China, and decided to impose an anti-dumping duty of US$0.0299 per piece on the products involved. The final review was initiated in May 2019, and measures are still being implemented.

4. US anti-dumping of China’s boxed pencils

On August 17, 2017, the United States made a sunset review of China’s boxed pencils (Cased Pencils) with a positive final ruling on industrial damage, and the original anti-dumping measures continue to be effective.
Since 1993, the United States has imposed anti-dumping duties on boxed pencils in China, and it has been 26 years.

5. Turkey’s anti-dumping of mechanical pencils and ballpoint pens against China

On August 22, 2015, Turkey made the second anti-dumping final review against China’s mechanical pencils and ballpoint pens (Propelling or Sliding Pencils, BallPoint Pens): an anti-dumping duty of US$0.066 per piece was imposed on the Chinese products involved.
It has been 16 years since the anti-dumping measures were initiated in 2003.
